Reapplying H-1B

Back in 1999, I have applied for H-1B.
I didn't do it by myself, my attorney did.
In the process of applying for H-1B, I had to come back to my home
country for the personal reason.
I don't if how far my application went though.
I am going to apply for H-1B again.
My question is that...
Are there any restrictions when I am applying for the H-1B visa again
if my application went to all the way and approved?
I will be appreciated for any kind of help.

No problem. When filing today, it is a good idea to include the old
approval notice and a note that says that you never used the H-1B. But
given how old it is, it shouldn't really make a difference either way.
