Yes, they told me that if you want a name change when you take the Oath then it has to done in a court.

That's not actually true. If you want a name change, the ceremony must be presided over by a federal judge. The location is actually irrelevant.

Only saying what they told me, they probably meant a judge had to preside like you said .
