Quesion about H1-B to F-2

hi. guys I have a question about from H1-B to F-2. My friend's husband just got an offer
and will start it next week. The problem is that she (my friend) is currently holding H-1B
herself. Since the two locations are too far away, she would like to quit her current job
and relocate with her husband. Of course, her husband is on PT (F-1) status. So my
question is : is it very trouble to change her visa back to F-2? what kind of procedures
(INS Form, in particular) are necessary?

It's pretty simple. File form I-539 with the service center that has jurisdiction of the
new location. Takes a year to process, but during that time she'll be legal.
