processing time at NCS for I-130 IR

Default processing time at NCS for I-130 IR

I do not understand why is the NCS not working on the I-130 IR. I was told by a rep at NCS that the process is on hold since 10-15. But she said she does not know why. They are still showing 5-16-02, my app date is 09-16-02. I need my parents here by 08-15-03. Does anyone know if this "hold up" of few month is normal? What time am I looking at here? The way they process things it may take up to a year! Please compare experience at NCS. Should I just go there and file at the Consulate? What will happen to my I-130 at NCS? My dad said that at the Consulate it takes only 40 days. Please share your experience.

My guess is that this is due to a recent INS memo not to grant any
benefits until the FBI and CIA actually cleared the applicant; apparently,
quite a few INS cases are on hold since October for this reason. The FBI
has a substantial backlog, but if you can trust official statements, the
situation is already starting to improve.

You can see if the consulate will accept your I-130 directly.
