Procedures to file an Au-Pair Visa

I'd like to find out more about the procedures to file out an Au-Pair Visa.
Can any person living legally in the United States file on the behalf of a
person or does it require an agency to do so ?
If so, which category of visa is required ?

Any comments on this matter will be truly appreciated.

Regards,

MD.

Only certain agencies are approved to do so.
