Police certificate
Ok we have had the first part of the visa approved so I am just waiting for the packet to be sent to me so I can do my part.
Am I able to apply for the police certificate now while I am waiting for it?
And if so where exactly do I have to send it? Local force or central office?

Go to http://travel.state.gov and drill down to the "reciprocity tables" under visa information. Then go to the specific country in question.
