PLEASE READ MY POST! USC filing for parents
Anybody who can answer me.
I filed two petitions for my parents at a service center in the US. I am an US Citizen and I need my parents here before 08-03 because I am pregnant and due then.
Anyway I am going back to my home country for a visit and I want to file for my parents immgration there at the Consulate.
Now, what will happen to the I-130 at the Service Center?
When I called the 800# INS customer service I was told I need to send a detailed letter explaining why I need to cancel and put all the info of my parents and mine in that letter and then notarize it.
But I know 800# are wrong a lot of the times so I want to double check with you. Thanks in advance.

From what I read in one of the posts here it takes at least a year and
a half from the time of filing the petition until the time when your
parents get their immigration visas. Wouldn't have been easier if they
came as tourists and once they are here you could have filed
petitions? Since you already filed petitions on their behalf it will
be hard for them to get tourist visas now. But I don't have personal
experience and I can't be sure. Good luck! Haliuna

I-130 for parents
Thank you for your answers.
I was wondering who actually approves the I-130s at the Consulate? I am flying to my country for one week and I need to know when the I-130s will be approved. Will they tell me at the Consulate while I am filing them?
Also I have a question on my Affidavit of Support. I-864. I am sponsoring both my parents at the same time and on the form it says to list the names of other immigrants I have filed to sponsor. Now, do I list my mom's name on my dad's form and vise versa?
Also in part 3 it asks to list names of people acompaning the immigrant. Do I list each my parent's names? Or can I sponsor both my parents with one affidavit? Thanks in advance.

I am in the throes of I130 approval for my parents (I am a USC).
You can file a I130 even while they are in their native country.
Its only the step subsequent to I130 which takes a different course
depending on whether they are in the US (I485) or outside (consular
processing).
Btw, filing I130 is a critical decision; you want to be really sure
you want to file it. It could "stigtamize" your parents' immigration,
should they change their mind and not want to purssue it to its
conclusion. Further, obtaining a GC would be problematic as well,
if your parents do not want to stay in the US permanently.
Hence, please consult an immigration lawyer. The nominal fee which
you pay the lawyer would be well worth it.

You can file a I130 even while they are in their native country.
