Overstay in foreign country... does it matter?

Hi everyone,
I was wondering? in the case of an application for a fiancee visum by
an American citizen, would it matter if the fiancee has overstayed in
another country (the Netherlands) and this would be stated in the
passport?
If this person voluntarily goes back to the US from the Netherlands
(in order to start the fiancee procedure and with the intention to
live build life in the US) does the person even get any stamp or mark
in the passport?
Would it have any consequences for the fiancee visum procedure?
I was wondering? in the case of an application for a fiancee visum by

The Immigration people don't care that the US citizen has overstayed in
a foreign country, or even if they are a convicted felon.
