Out of US for 1 year and H1B clock resets ?

I was working in US for the last 4 years, now I am a PR of canada. I was told if I don't
work in US for 1 year, the H1 clock resets back to 6 year, ie. if I get a new H1, its
validity will be 6 years. Is this true ? If yes, does this mean I cannot even visit US ?
How can I prove that I was out of H1B for a year ? Please help.... I would like to start
planning ASAP. Any input is appreciated. Thanks
