Default OPT Renewable?

hi I am asking on behalf for a fren of mine. He graduated from USA
with a bachelor and master degree. He started working rite after
completing the master degree, used his one year practical training plus
6 year of H1 and returned to his home country.

Now he is thinking of going back to USA by pursuing another graduate
degree (probably a Ph D program). Questions are as below:

1. After completing his Ph D program or another graduate degree, can
he first apply for another one year OPT assuming that he can get a job
offer which meets the requirement set forth by the INS?

2. Is he qualified for another 6 years ( 3+ another 3 renewal) of H1
status after the OPT assuming that the same employment holds?

It is possible to get another OPT if the course of study is on a higher academic
level.

    > 2. Is he qualified for another 6 years ( 3+ another 3 renewal) of H1
    > status after the OPT assuming that the same employment holds?


To qualify for another H1, the person would have had to stay outside the US for
one full year.
