NVC Timeline as quoted by an operator at the NVC

This is the new way they are doing the Fiance Visa's:
When they receive it they give an avg 2-4 week window to process and then to send overseas. They send via DHL, which takes up to 10 business days to get there. There NO longer is any electronic sending of anything. They used to do this before, and now they do not. If you paid for a cable request your service center would have done that (if they do anymore) but not the NVC. The receipt of your case at the NVC will be placed into their system when they open it and you can check back when it was sent by calling and talking to an operator.
so a timeline based on their posted times are:
1 week for USPS to deliver to them from BCIS Service Center, avg 2 - 4 weeks processing, 10 business days (12 normal days) in transit via DHL = aprox. 5-7 weeks (33-47 days) from NOA2 on average.
She indicated that you would expect processing closer to 2 weeks not 4, and it could be less. DHL is nice, only 10 business days to embassy once mailed.

Hi Steve
I spoke to the London Embassy a couple of days ago and they will open the provisional file AND process the visa if we produce the original I-797 notice. They then schedule the interview to occur after they recieve the notification from the NVC. so the two processes are being done at the same time. this means that you get an interview very soon after the NVC does its bit.
