Default no objection letter and government funding

Please help! I had a J-1 visa and was fully sponsored by my
government. I am going to re-pay my government for all the expenses to
get a no objection letter. Assuming I get a no objection letter, how
likely is that I will get a waiver? I'd appreciate any information and
advice on this matter.
