No criminal conviction ! Please help

If someone is arrested of crime (misdemanor ) in US but recieved no criminal conviction
(violation) what should be answer to Have u ever been arrested or convicted of crime or
offence ? In US they have Violation - Misdemanor - Felony. Misdemanor and felony is
considered crime , violation is not a crime.

what is the difference between crime and offence ?

if one is arrested/charged for crime but have recieved no criminal conviction, will he
be inadmissible to US ? if yes is there any thing that could be done, like waiver or
anything else. how to obtain waiver ? I have "No Arrest record" with FBI, I have
verified this.

Do I need waiver if I have no criminal conviction ? for someone to be found inadmissible,
first he should have **been convicted of crime** , right ??
