Hello I am an American citizen and I sponsor my mother to come to the USA, all paper works is documentary Qualified, and she is waiting for a interview date! Now do I have to wait till she is in the USA before I can sponsor my Husband? Or can I file i130 now ???

Your husband's petition has nothing to do with your mother's petition.

Just make sure you earn enough money to cover your family size plus 2 immigrants.

Have a look at the I 864 lists the minimum requirements more is better

I-864P, specifically. You must earn 125% of the poverty guidelines for your family size plus 2 immigrants.

Assets can be used if they equal 3x the amount lacking in income).

Details are in the I-864 iinstructions. You must remember doing this step when you applied for your mother, right?
