Default New H1-B not covered by cap?

Hey folks,
Is it true that a new H1-B is not included in the visa cap? Somebody out
there who knows this thing well please confirm.

*some* H1s are not affected by the cap. These are H1s for universities,
etc.

Well, you could just have looked at the CIS press release about the cap:

"USCIS also notes that petitions for new H-1B employment are not subject to the
annual cap if the alien will be employed at an institution of higher education
or a related or affiliated nonprofit entity, or at a nonprofit research
organization or a governmental research organization."

I would like to know whether those H1B visas that are not included in cap
also include jobs for the federal government?
