Need help : When, where, and how to apply Citizenship?

I got my green card approvement on Feb. 11, 1998 in Dallas and is
going to apply citizenship.

1. How advance that I can start application? (3 Months or 5 months)

2. Where I should send my application? (service center or district
office)

3. Should I send in person or mail?
