From what I read only passport agencys can accept the fee by card. Acceptance centers can accept the acceptance fee by card but the passport fee has to be by check/money order.

And at USPS you can also buy the money order with the debit card, but at that point you may as well take a check book:

I did mine at USPS. I went armed with a check, but they waved it away and asked if I could pay by card instead (both fees); they specifically did NOT want a check. Which is exactly not what the instructions say

No idea if this would happen elsewhere. So I'd say the lesson is bring a checkbook, but don't write out the check until you get to that.
