Medical Device Start up

Hello all,
This question might have become highly cliched for many of you, but I cant find any
concrete suggestions/inputs - I am presently on my F1 Practical Training, OPT (no job
yet and the OPT has almost run out) and I have an idea for a medical device which
seems worth pursuing.
If you were in my position and wanted to start a company in the US and develop your
idea, what would you have done?
I could go back home to India and develop my idea there, but I figure that medical
device start-ups would do much, much better in the USA or Europe than in India. Can I
go back home, develop the idea and then start a company in the USA to take the idea
through the motions? (Manufacturing, Clinical Trials etc - assuming I get investment
capital of course)
Any inputs would be greatly appreciated.

PS: Does anybody know whether its easier/ more difficult to start a company in Europe
as compared to the USA?
