lost green card in Netherlands
Student son has "misplaced" his wallet - with the green card in it.
He has a travel permit from USCIS valid for another year or so, which he still has.
Does he need to replace the GC from Netherlands (or get his passport stamped) or will the travel permit alone get him on the plane and into the US?

What exactly is the travel permit he has? If Advance Parole (AP) from when he was waiting for his PR status to complete, that AP is no longer valid.
He may need to get a "Returning Resident" visa from a US Embassy.

He has a re-entry permit. We applied for this last year when we knew he would be spending most of the next 3 years at university in Europe.

He needs to file a report with the police that the green card is lost/stolen, as well as his wallet. What he can do from there needs to be determined by researching the state.gov site and the USCIS site.

The re-entry permit will serve as his 'visa'.
And, yes, he needs to file form I-90 to replace the card.

PF's son has his re-entry permit and according to USCIS he can return to the US with that alone and of course, his passport.

Just to update this....
The passport style re-entry/travel permit that my son had worked like a dream to get him back into the USA yesterday. From Amsterdam, through Frankfurt and immigration in Austin. All he did was hand over the re-entry permit,nothing else. He didn't even mention the lost green card.He said it was treated as though it were a US passport and it was looked at and he was waved through.
We had prepared a whole folder of paperwork, - copies of lost green card and the welcome letter it came with, certified translation of the police report from Amsterdam, copies of the application to replace a lost/stolen green card, the biometric appointment he has been sent. He left the folder in his apartment!!
Asking around other families - it seems that a young student abroad losing their green card is not uncommon (!). Having the re-entry permit for such a person saves a whole lot of anxiety, paperwork and time. I would highly recommend anyone with a LPR child and sending them outside the USA for studies get one.

A biometric appointment is needed which must be done in the USA.... so allow time to do the online application then a week to receive notification of the biometric appointment which could be anytime from 2 weeks to a month or more ahead. Or you can go begging to the nearest USCIS admin office.
