Default Limited Review Labor Certification Processing

Hi,
I applied for labor certification in Non-RIR around 2 and a half years
back. Due to slow processing for Non-RIR, I asked my lawyer to reapply for
my labor certification in RIR. 2 weeks back, my lawyer replied saying that
my labor certification application has been through the state level and it
has been sent to the federal level labor. Also he mentioned, that it might
have been flagged for "Limited Review" , so that the federal level labor
which these days is taking 10 months might be faster.
Now, my question is...
What exactly is "Limited Review"?
Is it better than RIR?
How long does it take approximately for the application to get cleared at
federal level, if it has been flagged "Limited Review"?
Are there any chances of rejection at federal level due to this flag?

Please help.
