LC substitution question Urgent

Hi,
If the LC states the job position requires a degree in Computer
Science/information Systems, while the new person to use the LC as
substitute has a degree in Electrical Engineering, Engineering, Does
the new person qualify to use the LC to apply for I140?
Need expert advice, Urgent help !

You may need to ask an attorney, but in most cases in the past, INS has
been very strict as to the letter of the requirements.
If the requirements say "Computer Science Degree" then an EE degree is not
acceptable. In order to make it acceptable, the job requirement would have
to read "CS degree or degree in a related field".
Similarly, it actually should say "degree in CS or a related field, or
equivalent work experience" to allow substitution of experience.
