Layout/Format of petition

I was wondering if anyone could shed some light on the format of their own petition?
I've finished putting together my O-1 application and have referenced all evidence as 'exhibit xyz' (for example) and then put the supporting evidence and the back of the petition.
Or should I put the evidence in the main body of text as it's being talked about.
For example:
Sebastian was paid £xxxx for this production (please see pay slip, exhibit B)
or
Sebastian was paid £xxxx for this production (please see pay slip below).
So should the evidence be distributed throughout the document or referenced and all continued at the end?

I would put the supporting evidence in exhibits to be referred to with a table of contents. Attached is a photo of my OH's EB-1 petition - all 1460 pages. Do you have a lawyer collating the material?
