You definitely do not need EAD to get a SSN on an L2.
My wife and I arrived in June (Me L1, her L2) and the first day we both went together and applied for our SSN. They both arrived through the mail together about 5 days later. She then applied for EAD about a month later and it arrived within about 9 weeks.

You definitely do not need EAD to get a SSN on an L2.

By law she/he is entitled a social security number/card under the L2 visa. If the one office is non-compliant, go to another office.

This is what I hate about US law...there is so much room for interpretation. My wife came in on L2 and just had to present her visa and I-94. She ended up getting her SS delivered before mine.

I have questioned this with the office.
They simply state that the social security number is required for people entitled to work.

I would suggest that anyone who needs a ssn read this page before going to the office. And perhaps read the whole page. And choose the correct option on the left side first.

Absolutely not trying to get in anyone's face with this but here is our situation years ago:
Husband entered with a valid K-1.
K-1's are authorized to work for the 90 days of the visa period.
K-1's are eligible to obtain a social security number/card if they apply before x number of days before the end of that 90 day period.
We took the SS application, his I-94 and his passport with the K-1 in it to our Yonkers, NY SS office.
Husband was denied a social security card. When told that he was entitled and here is a copy of the law, we were told if we said one more word, we would be escorted out of the office by the security guard. The worker was a Jamaican with a singsong accent and an attitude.
Went home, called the 1-800 SSA number and was told, yes, he was entitled. Try another office. We drove to White Plains, NY 10 miles away. Got a number and waited. Got to the desk handed in the application, showed the passport with the visa and I-94 and walked out after being told the card would arrive within 10 days.
These workers and sometimes, their managers are just either stupid, lazy, have attitudes towards foreigners, etc. Try another office.

Oh crikey Rete. That sounds like a horrible experience.
My 2 Austin offices are nice people ( well except for 1 person...) and everything I have posted and been told at both these offices is that L2 cannot work until they have their EAD. Then they can get a SSN. As it says on all the items I have shared, you don't need a ssn if you can't work.
When I arrived, 4 years ago, I went straight to the SS office and got a number and on the card it had " not valid for work without DHS approval" or something like that. I have since gone back and got a new card without that legend on it.

My wife got her SSN without having applied for the EAD, that was September 2016 in Newnan, Georgia and we are practically the only English in the Village. We went in to the office about 3 days after arriving, once the I94 was available and it came in the post within a week, delivered to the hotel we were staying at.

just to update this: yesterday we went to Stamford, CT SSA office and got an L2 SSN without the EAD. Our lawyers are in the process of applying for the employment authorisation

I’m on an L2 and have just been into the SSA office and applied for my SSN. I haven’t applied for my EAD yet so was worried while waiting especially as one of the guys working there was getting pretty annoyed with one man for not having all his documents (including EAD).
Luckily I saw a nice lady and I had to show
Completed application form
I-94
Passport
Marriage certificate
She didn’t ask about EAD. My card should take up to 2 weeks to arrive.
