Just wanted to find out what the latest is on the L2 spouse Law. Can the spouse of L2
workers start working now.

Default Six Years- maybe

I was granted an H1-B in March 2000, the visa in my (UK) passport notes it
expires November 1st 2002. Does the INS send an extension notice to my employer?
Does my employer re-apply? Do I re-apply? Does it automatically renew to the six
years max by magic?

The employer has to apply for an extension.

How soon before expiration can the employer apply for this? My initial chunk expires
on November 1st.

And which form number do they use?

Yes, the spouse of an L-2 can work. He or she must first apply for an Employment
Authorization Document, though.

The employer can file up to six months before the expiration. If the H-1B is not
approved when November 1st comes around, your old H-1B is automatically (i.e.,
without any paperwork) extended by up to 240 days, or until INS decides about the
extension, whichever happens first. The paperwork is identical to the initial H-1B,
except for marking a different check box on the I-129 form.

Actually, the date of the visa in your passport is immaterial in this context - it
just says that you are allowed to leave the US and return as an H-1B until November
1st. What counts is the date of the I-94 (that's how long you are allowed to remain
in the US) and the date of the H-1B petition (that's how long INS is supposed to
issue you an I-94). In most cases, those two dates will also be November 1st.

Your employer has to apply for a renewal of the H-1B no more than six months in
advance, and on November 1st at the latest.
