Default L1B qualification Q

I've been working directly for US-based company (telecommuting from
Europe) for last 3 years. Does that qualify for L1B?

That depends... are you, in fact, an employee of the company... or are you more of a self-employed contractor? If the former, then probably yes... if the latter, then probably no.


Does that qualify for L1B?
Do you have any specialized knowledge? That's the criteria for an L-1B visa.

Full-blown employee. I worked in US on H1B for the same company, then
moved back to Europe and continued to telecommute.

I had H1B which also requires 'specialized knowledge', so the answer is yes.

The actual wording of L1B qualifications does not include 'direct
employee of US-based company', this is why I'm asking.
