Does the article above mean the L1 visas can be extended with out
leaving the u.s.a

No visas can be extended. You have to go to a Consulate to get a new
one. A visa is a document stuck in your passport, and you only need one
when entering the USA.

As the article says at the top, it tells you how to extend your stay in
the USA, which requires you to extend your immigration status. It
explains how to extend L status, among others. To extend L-1, your
employer has to file a petition essentially similar to the one he filed
to get your L in the first place. The article provides links to the
relevant forms and instrctions.
