A friend, on L-2, has received an offer letter in the US. What should he do to change
his visa? Is it possible at all? Does he have to leave the country and reenter with a
new visa and a new I-94?

To move visa, your friend has to file at one of the INS offices. My husband moved
from L2 to H1B - it takes about 3 months - we used a lawyer to file for the visa.
Once the processing has been done, your friend will be entitled to work. The visa
will need to be stamped in your friends passport. This can be done by going to the
consulate in your home country or by going to a border consulate (Mexico or Canada),
you need to make an appointment at these places.
