Income requirements for citizenship application

I'm trying to help an old couple filing their N400 application for
citizenship.
They have their green cards for over 5 years. The problem is, their
combined income is below the official poverty line. They both live on
SSI disability for the past several years. The husband is 66 years
old, he is 100% deaf. The wife is 64 years old, and disabled due to an
accident 5 years ago. Their combined SSI disability checks are only
12,000 per year. They do not work and do not receive any other
benefits (welfare, etc..).
Would they be eligible to apply for citizenship considering the above
circumstances?
Could minimum income requirements be waived in their case?
Any response would be appreciated.

Sure. Why not?

There are no income requirements for naturalization.
