Immigrant Visa for Mentally Challenged Brother

Hi All,
I am a naturalized US citizen, filing for my parents green card. I have a 25
years old brother who is mentally challenged and requires my parents
assistance on a daily basis. As per the immigration rules he would be in the
4th category for family based immigration, which has a priority date of
22May90 (for India).
So, I am wondering are there special procedures that can be followed to
expedite his immigrant petition? Any advice on this is greatly appreciated.

You need the help of a lawyer. It may be possible to expedite on humanitarian
grounds...
