Default Immigrant Visa Interview of Minor Children

Both my wife and step children are Canadian citizens and their immigrant
Visa applications are currently being processed. My step children are
ages 6 and 5 and from what a Visa representative told me, all of them
have to got to Montreal for their interviews.

Do anyone know the reason behind this?

Thanks.
