Ah, nickyc...now THATS what I thought it meant...just goes to show, some people are mangling our beautiful English language.
The other explanation belongs inside that litter bin:lecture:

My brother (visiting from the UK) took that photo as he was amazed to see that word used on an officially-sanctioned notice!

As you say, it just goes to show that an innocent word can have entirely different connotations, depending on the country you come from.
