I-94 did not find a match at social security office........

I-94 did not find a match at social security office........

My brother is on a student visa (J1). He came into the country on June
2nd. He went to the social security office to apply for his social
security card and they told him that his they failed to verify his I94
number with the INS online.

Has anyone faced this problem before ? What are the consequences?
Please respond immediately?

This happened to friend of mine who was on H1B. His attorney sent
relevent papers and SSI indirectly asked him to reapply.
