Default I-485 interview: does petitioner also need to attend?

We have a I-485 interview coming up. The I-130 petition was filed by the mom, for her son, under the F2A family based category.

The interview appointment letter says: "If your eligibility is based on a parent/child relationship and the child is a minor, the petitioning parent and the child must appear for the interview".

It is unclear to us if every child beneficiary under the F2A category is considered a minor (and also every child under F2B an adult/non-minor)? The son was under 21 when the I-130 and I-485 was filed. Would he be considered a minor for this case and does the mom need to accompany him to the interview?

Thanks for any input.

The definition of "minor" would be 18 in this context.

When I was in practice, it depended upon where the parent lived. If interview was in Los Angeles and parent lived in, say, New Orleans, we would NOT have the parent come. We would provide proof that parent was still around and put in updated financials on the I-864.
