How long between I551 stamp and GC

Hi all,
I got my passport stamped (I551) in March at the port of entry of Toronto and I'm
*still* waiting for the GC to arrive in the mail. I called the national INS centre to
ask whether there is a problem, and they told me to call the Texas INS service centre
(why Texas, I live in Indiana?!). Needless to say, I couldnt get through, their phone
is always busy.
Is there any chance that my GC got lost in the mail or that the INS screwed up
somehow? Thanks in advance for any help.
