I am on H4 and will be transfering to a 4 year college this year.I
find it difficult to pay my fees since I cannot work on H4. Is it
advisable to change my visa to F1? I preassume that H4 students are
not entitled for scholarships.

Have you asked your school if you are entitled for
resident tuition using H4 visa?

There are advantages and disadvantages. You might sit down and discuss this
with an international student adviser at the school to which you plan to
transfer.
I preassume that H4 students are

It depends. If the scholarship requires that the recipient have employment
authorization, then the H-4 status holder is not eligible. If the
scholarship does not require that, then the H-4 holder is eligible. You
must check with the school.
