H1B visa

Default H1B visa

I'm posting a message for a friend of mine....

He entered the country with F1 visa, graduated with Master degree and
promply change his status to OPT. The last time he entered the US
about 3 years ago. He is subject to special registration (Indonesia
citizen)

3 months ago he got a job and recently got H1B petition approval.

He want to go home for Christmas. Can he get his H1B in Juarez, Mexico
or Toronto, Canada now instead of getting them in Jakarta, Indonesia?
He got a job in El Paso, Texas next door to Juarez.

Some friends told him that he has to get it in Indonesia because his
original visa was F1. He is not too thrill since it takes 2 weeks to
get appointment, 3 to 5 weeks for interview and 5 weeks to issue visa
after the interview.

Is there a better way? Do you think the US Embassy in Juarez will do
it? Anyone has US Embassy phone number in Juarez? He was also thinking
maybe he just go to US Embassy himself there across town in Juarez,
but he is not sure if he can come back to the US crossing the border.

Yes definitely Mexico would be better choice for him

I myself did change my status from F1 to H1 there.

When did you change your status? Didn't the procedure changed
recently, last six month or so?

My sister got her changed in February but soon after that I heard it
is no longer possible to change from F1 to H1 in Mexico... you have to
go home to your native country or third country that willing other
than Mexico or Canada. Any truth in this?
