And that is, to my mind, a very good thing. Working in the IT field I can definitely say that I have seen a noticeable shift from H-1Bs to L-1Bs in the resumes I am seeing (currently screening around 120-150 per week). The employers are staying the same, though - Wipro and Infosys mainly.

On the rare occasions we go so far as a 'phone screen (rare, since we know that we'd have to transfer anyone to an H-1B, so we have a pretty high bar), the candidates almost invariably ask more or less immediately whether we take contract employees, and how long they would have to wait before we started the GC application for them - the assumption is that we will definitely do that.

It's just a matter of time, I think, until DHS starts giving L-1s the same hairy eyeball treatment they do with H-1Bs.
