H1B to F1: Urgent Information required !!

I am presently holding an H1B visa and have obtained admission to University of
Massachusetts to pursue full time Masters for the spring semester (starting Jan 28th
2002). I have these very pressing questions and need to make a really quick decision:
1. If I apply for F1 now, how long would it take for my F1 visa to be approved?
2. Can I start going to school merely on the basis of the fact that I have filed an
F1 application, since it may not get approved before Jan 28th?
3. Do I have to leave U.S to get my visa stamped after it is approved? If yes, do I
have to necessarily go back to my home country, India or can I get my visa stamped
in a neighbouring country (Mexico or Canada)? [any new post 9/11 rules??]
4. Is it true that I cannot take any on-campus jobs (normal for a student in F1
status) unless I have my F1 visa stamped on my passport?
