What happens to all the people who don't make their H1B status because of
the limit on H1B visa's? When they re-apply do they become the first on
the list for the next year automatically? WHat is the average cost of
obtaining an H1B visa - so far I have two quotes - $2500 + filing fees (NY)
, and $1800 plus filing fees (Calf)..... is it ok to choose a lawyer who is
not in your own State?

No. Each application is a new one and is independent from earlier applications.
The people don't apply, anyway. Their prospective employers apply.

Filing fees ($195) + lawyer fees. The fraud prevention and education fees have
to be paid by the employer, and the employer can not be reimbursed in any way
for them. That's the law.

Immigration law is federal, so it doesn't matter in which state the lawyer is
located (there are even lawyers abroad, e.g., in the UK, who can file US
immigration stuff.)
