H1 visa and EAD card

H1 visa and EAD card
Hi,
I have just looked on the Connecticut DMV website to find out wat documentation is requited to get a driver's license. For H1 visa holders the explicity ask to see a valid USCIS Employment Authorization Card.
I didn't think these were issued to H1 visa holders. Is this something I have to get in order to work? Will they issue one to me if I applied for one?
