H1/F1 after green card denied

This is pretty interesting case ( hypothetical )

Lets suppose person A is working on H1 B for a employer E. A is also studying
parttime towards MS and or PhD.

Person A has applies for Consular Processing after Labor and I-140 are cleared.

If the CP is denied for reasons other than the critical reasons, he is banned for
life from entering the US under any visa ?

Can person A come to the US on a B1 or B2 visa at all?

Can he still enter US on a F1 to complete his MS and or PhD?

Assuming he was almost through with his 6 yr limit on H, can he re-enter the US on a
new H1 after a years stay outside?

I know, none of the replies are going to be legal advice, but any known information
is appreciated. Any links on lawyer's site of INS site is also appreciated.
