Just looked at www.dv2002.org and checked out their stats for the previous 3 year's
allocation... why do they total around 87,000 for 2002 right up to 113,000 for 2000?
Isn't the allocation 55000?

DoS draws about twice as many winners as the quota is because many winners end up
dropping out for some reason or another. Despite that, the quota has only been
reached in one of the past years.

What you saw is probably the number of winners, not the number of actual
visas issued.
