I'm hoping that someone can direct me to some information for a friend of mine from
France who is wanting to change her status from a H1-B Visa to a permanent resident.
Any links would be greatly appreciated. Thanks! Kent

I am under the impression that an H1-B visaholder can only change status to Permanent Resident if their company sponsors them.

Rita is spot on. You might try alt.visa.us for more details on the process if you
want but the steps are:

a) His company - or another company! - files a labor petition. Depending on the size
of the company and it's normal recruitment procedures this could take a while (big
companies that have recruitment problems and can never fill the vacancies they
have can use an expedited process - smaller companies have to advertise for the
alien's job in case anyone else wants
aa).

b) Once that is approved, files an I-140 with the INS.

c) The immigrant waits for the I-140 to be approved and for a visa number to become
available (there are quotas based on country but new rules allowed the INS / DOS
to "recover" unused numbers from previous years so currently all employment-based
petitions are *current*.

d) File the I-485 to adjust status or apply for an immigrant visa at the consulate.
