Giving up a "Green Card"
 
Is there a recommended proceedure for relinquishing a Green Card that
is no longer wanted.
The person asking this wishes to return home after being a Permanent
Resident for 20+ years.
However this person still does want to be able to travel in and out of
the US as need be for family reasons. Therefore this person wishes to
do this correctly.

Your thoughts please.

Form I-407.
The procedure is explained here:
http://www.usembassy.org.uk/dhs/uscis/abandon.html (of course, send it to the
appropriate consulate.)

When they get to their home country. They go to the consulate and ask to complete an I-407 to abandon their resident status and request a B1/B2 visitor visa at the same time.

If they qualify, they could always apply for citizenship and depart once it's granted.

Getting U.S. citizenship is often the best option - losing or relinquishing a green card is often an irreversible decision and it won't be possible to change one's mind later on.

Becoming a U.S. citizen does mean you need to continue filing U.S tax returns but because of exemptions and credits you may not need to pay much (or anything).
