Getting revenues from renting property
My parents are citizens and residents of France and own a house here in
the US.
Are they allowed to get revenue from renting this property? They do not
have a SSN or Tax ID Number.

Yes, they are.
They'll have to file a US tax return. They will have to apply for a Tax ID
Number (ITIN) the first time they'll file their tax return.
