Easy for a parent of a US citizen. A year or so.

Yes. No Medicare until the person is a US citizen. The sponsor has to provide an
affidavit of support, so the sponsor could be on the hook if there the sponsored
person doesn't have health insurance.

May be worth looking into Bupa or similar before her moving over
(eventually). I've had foreign health insurance while in the US, and
no, it is not cheap, but it was still much cheaper that the prices I
hear other people quote for insurance by US companies.

OK, other countried have insurance companies which provide private
health insurance, and many of these also provide an international
version, which does indeed cover when you go to live in another
country.
I don't know about Bupa, but didn't they advertise travel health
insurance at some point? That would make me at least call then and ask.
But no, their regular health insurance would not cover someone living
in another country.

There are a number of providors of cover for US Permanent Residents, but not cheap. The AIG are in this market.
But even with Insurance, that covers only a part of the risk, plus she will need it for 6 years or so.
