GC application in progress and layoffs

Hello,

A good friend of mine had his employer apply for his Green Card. The advertisement
was placed in the newspapers for a month, and possibly some other steps that normally
follow that were taken. Then this person got laid off.

What does that mean for his GC application? Is it possible for him to transfer the
application to the new employer that is willing to take it over?

Probably not, since the labor certification process hasn't begun yet. The new
employer would have to place their own ad to show the labor department that indeed
they have done what they can to find a qualified person in the US.
