Fastest green card processing

Hi all,
Can someone please share their experience with the total green card
processing timelines. The details about the supposed applicant are:
1. Bachelor Degree in Engg.
2. Over 4 years of Computer Programming experience
Please mention the State the labor certification was applied from and
of course the service center etc?
It seems state of Maine is the most current in terms of labor
certification! some one applying from there could get the green
card(the plastic card) in two years?

Well although you replied to my other post rubbishing the DOL times on their website, my Lawyers and everyone else I have spoken to (others in large companies like line with large immigation legal practices working on their behalf) say that is the best guideline. Below is the response to this question (and what I asked) from my companies leagl firm (very well know and specializing in immigartion)

Hi XXXX: unfortunately there is no way to expedite your labor
certification. It is already in the fast track, which admittedly is very,
very slow. We do have some hope that the process will speed up, as the
government is starting to provide additional resources to the Department of
Labor, but it is hard to say how much this will help. I'm sorry that I
can't give you better news than this. We will of course continue to renew
your work authorization until the green card process is complete.

Department of Labor is currently processing RIR cases received in September
2001. I periodically check the processing dates of the DOL at their
site at http://ows.doleta.gov/foreign/times.asp#state. These dates don't
seem
to ever change even when updated monthly.
It is therefore the case that my application will not even be reviewed for
2 years?
If so is there any way this can be expedited?

Can you lodge your forms/ application for this first stage in a neighboring state?
if no, what about if you maintain a residence there (like a second house/holiday house)?
My company will begin the GC Sponsorship process after 12months of employment --- is there anything i can do personally, by getting a lawer
to do a stage on my own in this first year, while i wait?
(IE - is the first stage something that requires the Employer, or can this be done personally - to 'Get Everything Ready', for a smoother and faster timeline once the Employer comes on board in 12months?

I believe that you have to apply to state in which the job is. I.E if your office is in NYC you cannot apply in Maine (which would be nice time wise...!)

There are websites where people post their personal experiences w/
processing times. I can't remember web addresses, but they have been
mentioned in this group before. I suggest you google around....
There are several places in the US that have very short processing times
(like Maine), but that's not very useful to someone who's already applied
for a GC in another state. You have to apply where your job is located.
(Otherwise why would anyone apply in Connecticut where they are backlogged
to 1999?)
