F1 to H1 Timing/Processing Question...

F1 to H1 Timing/Processing Question...
I'd appreciate if someone could give me a piece of advise.
I am currently on F1 and will be applying for OPT. In April my new employer will apply for an H1B, which will be effective Oct 1st, 2006.
If I leave the US in July (after the petition is approved), can I visit a US Consulate overseas and get an H1 visa stamp? How about an F1 stamp?
Can I return to the US in August? (Given that the H1B is not effective until October 1st).
