Expired J1 would help in anything?

Hello there,
I have a J1 visa expired three years ago. I got that visa because I was
attending to a high school program for one year but now I decided to go for
college. Would this visa help me in anything? Can I renew and use it for
college?

The old J-1 won't make a difference; college is completely independent.
What you need to do is apply for colleges first. Once you are admitted,
the college will handle paperwork, including sending you a form known as
SEVIS I-20. You take this form to the US consulate and apply for an F-1
visa. It's really, at least from your perspective, just about the same
process that you already used with the J-1, just with different forms.
Do be prepared, though: getting any visa to the US can be a very painful
process right now in the 9/11 aftermath, and an F-1 doubly so. I don't
want to scare you away, and it is entirely possible that you will get it
easily and quickly. But if the consulate has any suspicion, sometimes
based on such benign things as you having been born in the Arab world,
then it may take up to a year or more to issue the visa.
